To make the topping, in a small bowl mix the sugar, cinnamon and finely chopped walnuts. Set aside.
In a medium bowl combine flour, salt, baking powder, baking soda, cinnamon, and nutmeg. Set aside.
In a separate large bowl cream butter and sugar.
