Instructions
Heat oil in a large saucepan over medium heat until shimmering.
Add the chopped ham. Stir often, and cook until it is beginning to brown, 1 to 2 minutes.
Add the scallions, garlic, and bay leaf. Cook, stirring occasionally, until the scallions are very tender, about 6 minutes.
Add the tomatoes, stock, water, salt, and pepper. Bring the mixture to a boil, and then reduce to simmer. Partially cover and cook until tomatoes are completely tender and, about 20 minutes.
Remove the bay leaf, and season with more salt and pepper to taste.
Serve with a dollop of sour cream.
