Preheat the oven to 400 degrees F.In a small bowl combine shallot, honey, both vinegars and olive oil; season with 1 teaspoon salt and ½ teaspoon black pepper.
Whisk to blend. Set aside.Bring a large pot of water to a boil. Generously salt the water. Halve the Brussles sprouts through the stem end; add them to the boiling water. Cook them 1 to 2 minutes until slightly softened.
