For the herring: Pat herring filets dry with paper towels.
Combine flour and breadcrumbs on plate. Dredge herrings in flour/crumb mixture. Season with salt and pepper.
Heat butter over medium-high heat in heavy 10-inch skillet until foaming subsides. Cook herring until golden brown on each side, about 3 minutes per side.
Transfer to paper towel-lined plate.
Combine mayonnaise, minced onion, relish, lemon juice, and capers. Season to taste with salt and pepper.
Serve hot herring on top of bread with tartar sauce, lemon, sliced red onion, and dill.
