Heat canola oil and sesame oil in a large skillet over medium high heat.
Add pepper and onion and cook until slightly softened, about 5 minutes.
Add garlic and cook for one more minute, then add remaining ingredients, cover, reduce heat to medium low and cook for 5 minutes. If desired, sprinkle with toasted sesame seeds before serving
