Instructions
Bring the water to a simmer in the bottom of a large saucepan fitted with a steamer basket.
Place the potatoes on the steaming rack over simmering water, cover and steam until cooked, 20 to 25 minutes.
Meanwhile, combine the lemon juice and mustard in a large bowl and whisk to combine. Slowly drizzle in olive oil while whisking constantly.
Add the scallions and capers, and toss to blend. Season to taste with salt.
When potatoes are cool enough to handle but still warm, slice crosswise into thin slices.
Add to dressing and toss to coat.
Add the mint and toss again. Season with salt and pepper as necessary.
