Instructions
Lightly spoon flour into dry measuring cups; level with a knife.
Combine flour, granulated sugar, baking powder, and salt in a bowl; cut in butter with a pastry blender or 2 knives until mixture resembles coarse meal.
Add 2/3 cup milk; stir just until moist.
Turn dough out onto a heavily floured surface; knead lightly 5 times.

Remove biscuits from pan, and place on a wire rack.
Combine powdered sugar and 2 teaspoons milk in a small bowl; stir until smooth.
Drizzle over warm biscuits.
