Instructions
In a saucepan, saute onion in butter until tender. Stir in flour, salt if desired, basil and pepper. Gradually stir in water and milk. Bring to a boil over medium heat; boil for 2 minutes, stirring constantly.
Remove from the heat. In a greased 11-in. x 7-in. baking dish, layer potatoes, turnips and ham; pour sauce over all. Cover and bake at 350° for 1-1/4 hours or until potatoes are tender.
