In a large saucepan, combine the first eight ingredients.
Place pickling spice on a double thickness of cheesecloth. Gather corners of cloth to enclose seasoning; tie securely with string.

Discard spice bag. Cool ketchup. Store in airtight containers in the refrigerator.
